Job Description: Functional Analysts at the Refugee Processing Center (RPC) perform critical tasks essential to maintaining operational success for vulnerable refugees around the globe. Functional Analysts work daily with PRM, Refugee Operations Management, and the Software Delivery Team as well as domestic and overseas stakeholders to support the overall mission of the United States Refugee Admissions Program (USRAP). Participating in a collaborative environment, a willingness to learn and an ability to adapt to change quickly are essential to the position.
Functional Analysts are also expected to participate in the development of the Worldwide Refugee Admissions Processing System (WRAPS) to advocate for user functional needs as well as to increase their professional development. (WRAPS is a web-based case management system and reporting tool that assists in managing refugee processing activities.)
Responsibilities: The Functional Analyst will perform the following tasks in support of Refugee Processing:
Analyze user needs to determine functional and cross-functional requirements. Perform functional allocation to identify required tasks and their interrelationships. Identify resources required for each.
Meets deadlines and ensures products match customer requirements
Participate in training activities both within and outside the Refugee Processing Center
Conduct CLASS Name checks; resolve hits; and determine clearances
Generate Security Advisory Opinions and determine clearances
Manage the allocation of case and alien numbers within WRAPS
Enter DHS denials into the CLASS system and track Fingerprint Clearances
Produce relevant reports and facilitate communication with stakeholders
Receive and process V-93 cases in conjunction with Embassies
Process Special Immigrant Visa (SIV), I-130 cases and sensitive cases that cannot be processed by an RSC
Work closely with International Organization for Migration (IOM) to arrange travel for cases not processed at RSCs; serve as an information resource on V-93 processing for Embassies
Work closely with Resettlement Support Centers, USCIS and other stakeholders to process family reunification cases such as Affidavit of Relationship and Central American Minors
Enter DNA results for applicable cases
Prepare for weekly allocations meetings and oversee communication with Resettlement Agencies
Process assurances, amended assurances, case transfers and waivers
Verify IOM ABNs and Departure Notices with case data and resolve discrepancies in order to confirm arrivals
Generate and process post arrival reports
Reconcile WRAPS refugee arrival information with RA records and provide reports to PRM and other stakeholders
Trouble-shoots system errors and works with the Help Desk and IT groups to resolve system problems
Reviews and provides various weekly reports to our domestic and overseas partners
Provides status updates regarding cases to partners as needed
Reviews and researches related Help Desk tickets and Software Change Requests (SWCRs) as designated by Processing Team managers
Participates in SOP and Processing Guide review on a quarterly basis to support releases and/or a quarterly basis for standard process support
Provides training, supervision, and direction to Functional Analyst I staff

Excellent verbal and written communication skills
An equivalent combination of education, technical training, or work experience will be considered.
- Strong knowledge and previous international experience specifically with processing refugees preferred.
