Hasfull authority to commit and control funds and resources assigned to theprogram. Duties andResponsibilities: Directlyresponsible for all aspects of the effort and shall have the autonomy from thecorporate headquarters to execute the effort unimpeded by corporatemanagement. Responsible forthe successful performance of the contract and ensuring project safety andquality control. Primary liaisonwith the Government customer. Develop andmaintain proactive working relationships with your team members, vendors,management and other departments Monitors andreports program execution status with CTS leadership and Chenega corporateoffice. Evaluate programlabor hour execution against contractual performance criteria then analyze,recommend, and report findings on a regular basis. Establish andmonitor detailed workflows and resourcing plans, set deadlines, assignresponsibilities, resolve conflicts, and manage progress with confidence. Review, approve,and report project resources time allocation and correlating invoice processing Foresee aproject's obstacles, risks, and constraints and effectively plan around them. Provide weeklystatus reports that inspire as well as capture progress and issues. Required to followall company personnel and safety policies and perform assigned duties in a safework manner. Ensure theselection and assignment of qualified management personnel with demonstratedcompetence in their area of expertise Delegate managementauthority to each functional manager for their area and hold accountable formeeting performance goals Monitor technical,financial, and management performance per contract requirements and ensure costcontrol at each organizational level Communicate projectgoals, objectives, and performance accomplishments through staff meetings,memos, and management Manage personnelscheduling, time keeping, and ensure purchase and inventory (including Gov.equipment) is controlled and maintained. Implement theSafety Program (Committee) to minimize safety hazards as required. Responsible forCTS compliance to OSHA regulations. Assure that allreports submitted to the client are completed accurately and within set timesper contract. Review annuallyhealth and safety, OSHA, and other specialized technical work-related issues. Responsible forrecruitment of qualified personnel, corporate hire packets, training andretention. Maintain accuratedocuments on all equipment and systems. Monitorssubmittals of deliverables per contract requirements. Ensure alltraining of staff is performed as required. Select and monitorperformance of sub-contractor operations. Maintain strictcompliance with manufacturer recommended scheduled maintenance or otherGovernment approved standard of equal or higher level. Ensure accuratediagnosis and prompt resolution of system problems identified through servicecalls, preventive maintenance, or Contractor-initiated, proactive inspections. Develop anaggressive Contractor inspection system (quality control) that emphasizeson-going systematic analysis of potential problems so as to reduce theprobability of future system failures. Ensure contractorperformance consistent with the need to keep the contracting officer srepresentative (COR) informed of current status of building systems,anticipated service interruptions, and other vital information. Ensure maximumcustomer satisfaction through prompt, courteous resolution of customerconcerns. Attend briefings,conferences, and other Government designated meetings as required in theexecution of this effort or as requested by the CO/COTR. Responsiblefor supervising operations support services staff. Otherduties as assigned MinimumQualifications: Bachelor sdegree in related field Aminimum of ten (10) plus years of management experience in Base Operations. Knowledgein operations and maintenance of facility operations and maintenance services,janitorial services, grounds maintenance and landscaping services, snow and iceremoval services, pest and animal control services, trash and refuse removal,recycling services, and hazardous waste disposal, Fire Alarm Services,minor/major repairs and minor construction, required. Knowledge, Skillsand Abilities: Highlyqualified and possess general supervisory operation maintenance experience. Possessspecific management experience in operations, maintenance or asset management. Mustunderstand ISO and quality management system program level functions.
