Who We Are

The mission of the Department of Disability and Aging Services (DAS) is to support the well-being, safety and independence of adults with disabilities, older people, and veterans.

The Department of Disability and Aging Services is a department within the Human Services Agency (HSA). HSA delivers public assistance, child welfare, and aging and adult services to the citizens of San Francisco. Its mission is to promote well-being and self-sufficiency among individuals, families, and communities in San Francisco. HSA was formed in 2004 with the merger of two previously existing city departments, the Department of Human Services and the Department of Disability and Aging Services. The Office of Early Childhood Education joined the Agency in 2014.

What We Do

The Department of Disability and Aging Services is charged with planning, coordinating, and advocating for community-based services for older people and adults with disabilities. The department is dedicated to the well-being, safety, and independence of adults with disabilities, older people, and their support systems. In addition to coordinating a range of integrated social, health, and long-term care services, DAS provides services to vulnerable adults who may require advocacy or a surrogate decision maker.

Position Overview

The Adult Protective Services (APS) Director has oversight and responsibility for a division within the Department of Aging and Adult Services that carries out multiple complex functions and provides critical services to some of the City’s most vulnerable residents. The APS Director is responsible for overseeing a division that is made up of eight units of highly trained staff that are primarily responsible for investigating and resolving situations involving abuse, neglect, exploitation, and self-neglect among the elderly and adults with disabilities. In addition to overseeing the direct services that must be provided in accordance with state law and regulations specified by the California Department of Social Services, this position also has responsibility for managing the APS 24-Hour After Hours Program, the High-Risk Self Neglect Unit, the Virtual Financial Abuse Unit, the Elder Abuse Forensic Center, and five contracted services that provide support to the division’s efforts to address abuse among older people and adults with disabilities.

The APS Director has a high degree of community visibility and is regularly required to represent the division, the Department of Disability and Aging Services, HSA, and the City at local, state, and national forums including technical meetings that are held in partnership with the US Attorney, the Department of Social Services, or with local criminal justice partners such as the District Attorney’s Office. Locally, this position is required to work in collaboration with the Department of Homelessness and Supportive Housing, the Department of Public Health, Behavioral Health Services, and other key City agencies to identify strategic and innovative interventions to improve the well-being for the City’s most vulnerable populations. On a statewide level this position is required to participate in policy meetings and strategic initiatives that are aimed at improving the state’s coordinated response to elder abuse.

This position has full decision-making authority for the program as well as responsibility for preparing the division’s budget, allocating resources, and identifying unmet and future resource needs that are required in order to support the goals of the division. Furthermore, this position functions as a senior manager within the Department of Disability and Aging Services is regularly required to participate in department-wide initiatives that promote the larger vision and mission of the department and agency.

Essential Duties and Responsibilities

  • Provide vision and leadership to a program of approximately 70 staff ensuring that the mission and vision of the APS program and the department are met.
  • Oversee operations to ensure compliance with local and state policies/regulations.
  • Prepare and manage the program’s budget.
  • Oversee multiple contracts, and ensure the effective delivery and performance of contracted services.
  • Provide direct supervision, coaching, and training to a team of management and supervisory level staff, and analysts.
  • Direct and coordinate program activities with other DAS programs, other city departments, as well as community agencies to improve service delivery throughout San Francisco.
  • Represent the program and DAS at state-level meetings, national forums, local commission and board hearings, task force meetings, as well as meetings with other City departments.
  • Ensure the effectiveness of the delivery of services including organizational structure, staffing, and quality of the delivery of services.
  • Monitor and evaluation of outside contractors and establishing goals and outcomes for those providers.
  • Develop the management team by coaching, monitoring, and inspiring high performance results and connecting individual goals to the team vision.
  • Conduct effective resource planning to maximize the productivity of resources (people, technology etc.).
  • Partnering with program directors to develop outcomes and service objectives for vulnerable adults
  • The Ideal Candidate: DAS is seeking a team-oriented leader with excellent managerial skills and direct experience promoting staff collaboration across levels and disciplines.   • Has experience coordinating budget preparation, monitoring of expenditures, and financial reporting for the assigned section
  • Works well in a fast- paced, dynamic, and crisis response social services program
  • Ability to analyze and resolve complex administrative problems and negotiate effective solutions
  • Knowledge of principles and practices of budget preparation and administration
  • Demonstrated commitment to enhancing services for people with disabilities and older adults
  • Experience and knowledge of theories related to organizational change management
  • Knowledge of principles and practices of conflict resolution
  • Minimum Qualifications

    1.Education:

    Possession of a Master’s degree from an accredited college or university in Social Work, Counseling, Psychology or a closely related field;

    AND

    2.Experience:

    Five (5) years of recent verifiable professional experience working in programs serving older people and adults with disabilities in areas such as aging and adult protective services, behavioral health, probate or mental health conservatorship programs and/or legal services. This experience must be gained in a large social services setting or related community based organization, and must include three (3) years of experience supervising professionals in these fields.
