  • Functions as a Civil Engineer, Transportation in the Design Unit. Prepares and reviews technical design of complete sets of right-of-way and construction plans for highway projects such as limited access multi-lane highways with or without interchanges on new or existing locations, two-lane highways on new locations, two lane highway reconstruction, and extensive realignment of approaches to bridge improvement projects.Also functions as a direct liaison between the department, its own units, and consultants selected to provide services for the development of construction projects. Oversees the design of multiple highway and bridge projects of varying complexity from initial scoping through environmental and engineering phases to project letting for construction and provides technical support during construction when required. Acts as a liaison between the department and the engineering consultants, directing the consultants' work related to the design of various projects.Considers the implementation of Context Sensitive Solutions, Right-Sizing, and Smart Transportation principles into all assigned design projects. Implements those principles as appropriate and reasonable. Considers pedestrian and bicycle access issues and the incorporation of sidewalks, bikeways, rail connections, airport access, park and ride lots, and other multi-modal options on assigned projects. Ensures that assigned projects are reviewed for ADA compliance of curb cut ramps.Acts as a lead technician on concurrent design plan preparation for several complex projects while directing lower level technicians engaged in drafting, detailing, and design of portions of projects. Emphasis is placed on design and preparation of complete sets of plans for complex highway projects. Assignments are performed independently within the guidelines provided by technical standards and specifications. Source documents include survey and other field notes, aerial mapping, deed descriptions, construction plans, and the roadway management system.Communicate in verbal and written form effectively to other designers, consultants, functional unit managers, internal partners, managers, and government officials.Oversees the work of consultants and coordinates the efforts of other department units to ensure that assigned design projects are developed on time, within budget, and with high quality. Effectively utilizes established project delivery processes and tools in order to minimize project delivery cycle time and ensure that design deliverables are prepared by established deadlines to allow required project schedules to be met. Reviews work completed by consultants and other department units, with assistance from specific technical units as required and appropriate, to ensure that design deliverables are complete and correct. Informs supervisor and other appropriate department staff of issues that could potentially delay assigned projects.Administers consultant agreements to support both the development of assigned design projects and the functions of other district units as required. Prepares and executes agreements and/or work orders under appropriate timeframes as required to ensure that design project schedules are met (i.e., that the above specific goals are achieved) and that other deliverables are prepared by established deadlines. Upon completion of the consultant's work, closes out agreements and/or work orders in a timely manner to allow outstanding funds to be released for use on other projects.Effectively utilizes established project delivery processes and tools in order to minimize project delivery cycle time. Communicates with squad members, other PennDOT employees, and consultants to complete assignments on time and without major mistakes. Informs supervisor and other appropriate PennDOT employees of issues that could potentially delay assigned projects. Improves overall project delivery cycle time and accuracy of assignments by learning and employing the capabilities of various computer programs (Excel, Word, drainage design software, etc.) and maximizing their use as design tools.Continue to evaluate processes and procedures to encourage innovation and remain competitive.Ensures that highways are designed for the safety of their users by adhering to appropriate design guidelines and utilizing Design Exceptions where appropriate. Stresses the importance of providing correct guide rail/median barrier/end treatment installations on all design projects.Prepares and reviews portions of complex design projects such as multi-lane, heavy traffic routes with interchanges and complicated environmental, economic, and right-of-way constraints. Work is performed with the use of conventional techniques and methods and involves complex design procedures in performing assignments.Reviews right-of-way and construction plans and other plans as necessary, including but not limited to traffic control plans, erosion and sediment pollution control plans, drainage plans, and soil profiles.Coordinates and monitors design development and costs while working with other units to ensure that project development proceeds smoothly, that all appropriate factors are included in the design, and that established schedules are met. Resolves more difficult issues in consultation with the supervisor and other unit heads. Keeps supervisor and staff informed of project status and participates in value decisions and risk assessments.Implements procedures to assure appropriate levels of coordination are made with other department units including design, maintenance, and construction, as well as outside agencies and the public, to develop accurate and constructible plans. Coordinates project activities with design team members (consultant and in-house staff), Central Office, FHWA, and other agencies.Coordinates and/or participates in the consultant selection process, which includes the evaluation of consultant capabilities, evaluation of letters of interest and technical proposals, and negotiation of contract man-hours,including supplemental agreements.Prepares technical scopes of work for consultant agreements and work orders based on project scopes.Prepares independent man-hour estimates for consultant services to establish project design costs.Monitors in-house staff and consultant schedules, quality of work, and expenditures in order to improve overall project delivery cycle time and improve project accountability. Approves consultant invoices for payment for services rendered on assigned work orders. Monitors project budgets and notifies supervisor of required changes or issues that he may experience.Directs and reviews the work of consultants to ensure that district policies and preferences, department standards, and sound engineering principles and judgment are used.Maintain ASTA schedules on any committed district projects which you or your supervisor are the selected project manager.Interprets and verifies that designs conform to department policy, design guidelines, standards, specifications, and Federal Highway Administration requirements. Assists in preparing submissions to Central Office including federal and state documentation, deed requests, survey requests, and pavement design requests.Assists in obtaining project-related approvals including line, grade, and typical section; design exception; and other design approvals.Attends or sends a representative to the Scoping Field View for all assigned projects and provides a completed scoping form with accurate project information and proposed design criteria.Prepares project construction cost estimates and contract special provisions.Prepares routine and special reports related to assigned projects.Maintain and update, as required, the project management information within the ECMS and EDMS systems. This also includes, approving and processing consultant invoices for payment of services.Conducts and participates in field trip investigations to evaluate existing terrain, location, drainage, and any physical problems to ensure they are considered in the preparation of design plans.Informs local officials and property owners of projects. Solicits and evaluates their input and concerns. Responds to inquiries and complaints. Prepares minutes and memos to document meetings and contacts. Composes letters for project issues and approvals as required.Holds a formal constructability review on all projects at the approximately 60% and 90% plan completion stage.Represents the Department at public hearings, public meetings, meetings with the public, and general project meetings for assigned highway design projects.Helps resolve highway design related problems that develop during construction.Performs other related work as required.Projects are assigned by the Senior Civil Engineer Supervisor or Portfolio Management Engineer.Coordination within PennDOT, between various specialty units and management, and acquisition of formal \"approvals\" are required for the completion of most, if not all, project development steps.Status and results are reviewed at periodic meetings established for this purpose, and through the use of reports presenting recommendations and summary information. Results of these reviews are summarized as part of the annual performance rating process.Essential Functions:1. Understanding and following verbal and/or written instructions in the English language.2. Reading and comprehending technical design manuals written in English.3. Maintaining written notes and correspondence in English.4. Utilizing a computer keyboard and/or terminal.5. Bending, stooping, walking, and climbing slopes in order to view field sites.6. Being able to travel throughout our nine-county area and to any required meeting or training.7. Communicating with co-workers and the public and attending meetings (e.g., prebid, preconstruction,8. value engineering, public meetings) for highway designs performed by the unit.9. Able to operate typical office equipment such as copier, facsimile, calculator, etc.

  • Minimum Experience and Training Requirements: Successful completion of the Civil Engineer Trainee training program;OR One year of civil engineering experience in the appropriate specialty, and a bachelor's degree in civil engineering or a closely related engineering discipline; OR Four years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate's degree in civil engineering technology or a closely related engineering discipline; OR Five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; OR An equivalent combination of experience and training.
