Description

The incumbent of this position serves as a regionalConstruction Coordinator who applies knowledge, skills and abilities in theareas of construction technology, civil, structural and/or architecturalengineering, facilities management and project management to inspectfacilities; engage in construction project planning and execution; develop,review and revise specifications, blueprints, estimates, contracts and workplans; prepare reports and bids for dissemination; monitor and overseeconstruction jobs in progress; and provide line support to the Department’sDirector of Facilities Management.

This regional Construction Coordinator III will handlework primarily in Eastern MA. The Construction Coordinator III is required to:

Engage in the design and estimation of a group of construction projects;supervise and participate in the assembly of required preliminary engineeringinformation and development of preliminary designs and working plans,specifications and estimates for design and construction of major projects.Apply advanced knowledge of all applicable building codes and regulations torevise plans and specifications as needed.

Prepare reports for recommended maintenance practices for State Policefacilities. Prepare building construction engineering reports makingrecommendations for action when appropriate.

Review and examine preliminary and final plans and specifications for buildingsto determine if such plans and specifications will result in installations thatare both functionally effective and economically feasible to construct.

Prepare bid packages in accordance with the applicable Commonwealth ofMassachusetts procurement laws.

Inspect facilities under construction to ensure compliance with plans, specificationsand sound engineering practices.

Review proposed changes to approved plans and specifications and recommendapproval based on appropriate justification and cost estimates. Review andrecommend approval of all invoices related to construction projects.

Provide training and instruction in proper methods and procedures to residentengineers and contractors. Direct contractors to adhere to contractspecifications where necessary.

Mediate and resolve disputes among designers, architects, contractors andengineers when needed.

Recommend changes to contracts, specifications and policy to higherauthorities.

Perform related duties such as maintaining records and utilizing safetyequipment when working around construction sites.

Qualifications

This requisition will remain open until filled; however, first consideration will be given to those applicants that apply within the first 14 days.

Applicants must have (A) at least six (6) years of full-time or equivalent part-time experience in trades, construction, construction management, inspection and/or alteration of building construction projects, of which (B) at least one (1) year must have been in a supervisory or leadership capacity; or (C) any equivalent combination of the required experience and the substitutions below.

Incumbents are required to have a current and valid Motor Vehicle Driver’s License at a Class level specific to assignment.
Substitutions:
  • An Associate’s degree or Technical degree in a related field may be substituted for one (1) year of the required non-supervisory experience.
  • A Bachelor’s degree in a related field may be substituted for four (4) years of the required non-supervisory experience
