Accounting Manager

General Statement of Responsibility:
Under the supervision of the Director of Finance and Planning, the Accounting Manager shall be responsible for:
Budgeting in the General Fund,
Financial accounting,
Annual financial audit,
Grant and special fund statements, and
Supporting other departments in meeting state and federal reporting requirements.

Organizational Relationships:
Reports to the Director of Finance and Planning. Works closely with Pupil Services Department and Curriculum Office. Assists all departments and schools with accounting functions.

Qualifications:
Bachelor s degree from an accredited institution with a major in accounting, finance or business administration; five years or more of experience in accounting and finance, at least three years in governmental accounting; or, any combination of education and experience deemed equivalent by the Executive Director of Human Resources.
Thorough knowledge of fund accounting.
Demonstrated ability to work well with people in general, multitask effectively and possess effective communication skills.
Skilled in Microsoft Excel.

Principal Duties and Responsibilities:
Assist in preparation and presentation of annual school budget. This includes providing reports to schools and departments for budget priorities, setting up budget requests, graphs, written explanations, managing FTEs and production of budget book and data supplement.
Prepare financial statements for Board of Education accounting funds.
Prepare monthly financial forecasts, analyze and provide detail account analysis of General Fund, grant funds and special funds.
Work and assist external auditors with year end audit.
Preparation of numerous state reports.
Work in conjunction with various departments to prepare grant applications to secure State and Federal funding.
Review bids for school and office supplies.
Project the cost of special education for in-district and out of district special education students. Review and pay all special education bills. Act as a resource for the Pupil Services Department for questions regarding settlements, special education billing and transportation.
Support PSIS data collection efforts including enrollments of students in Open Choice and inter-district magnet programs. Bill Hartford for cost of those students receiving special education services.
Administration and collection of preschool tuition and payments.

Reporting:
Prepare annual State reports including EFS and the Excess Cost/State Agency Placement Report.
Year-end closing and reporting of all special revenue funds.
File SEDAC-G reports (ED141).
File monthly state cash management report (ED 111).
File various state and federal grant reports.
Assist with PSIS reporting.
Report tuition and transportation cost of all high cost special education students to State numerous times during the year.
Prepare yearly Medicaid Cost report and quarterly filings for reimbursement.
Prepare monthly financial statements for general fund and review grant and special fund reports.
Prepare Indirect Cost Proposal submission to State annually.
Prepare annual risk management budget.

Accounts Payable:
Provide training for accounts payable department and personnel at the schools for purchasing program updates.
Review general fund vouchers and purchase orders in absence of Director of Finance and Planning.
Provide technical assistance to accounts payable/purchasing department, of coding and payment information. Provide assistance to school personnel on usage issues.

Related Responsibilities:
Complete surveys as required.
Assist in interpreting contract requirements among union groups.
Act as backup and resource person to positions in the Budget and Business office as necessary.
Complete assignments and projects as required by the Director of Finance and Planning.
Recommend accounting methods and procedures in all areas of responsibility.
Work with Town personnel on accounting and budgeting responsibilities.
