Job Description:

The Program Manager is accountable for the overall performance of the program (cost, schedule, performance and customer management) with the authority to make cogent and timely decisions related to the program. The responsibilities including, but are not limited to, the following:

  • Responsible for the direction, oversight, and outcome of all assigned programs.
  • Establishes appropriate budget, defines and manages work breakdown structure, defines and manages plans appropriate to the work efforts, authorizes work through budget processes, establishes/defines program controls, manages changes to the program including close.
  • Operates with significant autonomy in a matrix organization and ensures through appropriate communications the execution of the program plan to meet customer requirements, specifications and quality assurance standards. Regularly evaluates performance of assigned tasks in terms of quality, cost, control and achievement of technical, schedule, performance and contractual objectives using company standard metrics.
  • Defines and manages work schedules, and priorities within L3H/CPS and as appropriate with our supplier base and teammates.
  • Establishes milestones and monitors adherence to master plans and schedules.
  • Keeps senior leadership informed regarding program status and technical, cost schedule or administrative issues.
  • Establishes, maintains and promotes good customer relationships and ensures customers are informed performance of contracts as appropriate.
  • Ensures the coordination of work tasks/products with customer representatives and represents the company at appropriate customer meetings.
  • Ensures assigned program meets financial commitments for orders, sales, profit and cash.
  • Coordinates program reviews and preparation of status and progress reports both internally and externally to the contract and company procedures.
  • Continuously performs Risk and Opportunity management for all contracts under their purview.
  • Participate in the preparation of proposals in response to customer requests, supports fact-finding and contract negotiations with customer.
  • Operates with discretion and independent judgment in making decisions and taking action related to primary duties.
  • Serve as primary customer contact for program activities to support
  • Responsible for understanding and interpreting customer requirements in order to work in partnership with customers towards derived solutions and leveraging existing solutions. Facilitate and lead proposal kick-off meetings.
  • Responsible for communicating program requirements and support personnel (Engineering, Finance, Quality, Material Control, Purchasing, Manufacturing, and other organizational elements) throughout program lifecycle.
  • Lead bid/no-bid decisions, business plans, statements of work and requirements definition activities. Participates in negotiations of contracts and contract change management. Manages development efforts for product development, integration, and test.
  • Expands existing product lines with existing and new customers.
  • Manage and evaluate financial and technical trade-off analyses required for scope changes in a program.
  • Ability to travel 15% to 20% of the time to attend customer meetings and tradeshows.
  • Essential Functions:

  • US Government program, budget or management, DoD acquisition experience desired.
  • Exhibit excellent communication skills (both oral and written) and exhibit leadership skills with ability to motivate others.
  • Exhibit sound interpersonal skills involving interfacing, coordinating, and negotiating with company personnel and customers.
  • Experience in contracts management, statement of work development, and Earned Value Management Systems desired.
  • Prior manufacturing environment work experience desired.
  • Production management experience utilizing Manufacturing Resource Planning (MRP) systems.
  • Proficient in Microsoft Office Suite.
  • Prior experience with international work experience desired, must be able and willing to travel both domestically and internationally.
  • Must either reside or be willing to relocate to the Muskegon, Michigan area.
  • Must be able to move freely, with or without accommodation, throughout the manufacturing environment.
  • Qualifications: (refer to Career Framework)

  • Bachelors Degree in Business Management, Finance, Quality, Engineering, or Operations Management
  • Minimum of nine (9) years of relevant experience
  • Preferred Additional Skills:

  • Project Management Professional (PMP) certification preferred
  • Prior US Government security clearance or ability to obtain a clearance preferred
  • Experience in project or program management in Defense /Aerospace Industries or inside DoD preferred
