Position Description

The DNA Interpretation Manager monitors the workflow and productivity of the DNA report writing staff, assigns work, monitors expert testimony and provides training, as well as participates in DNA report writing and case review.

  • Manages DNA report writing and report reviewing staff.
  • Prepares report writing and technical and administrative review schedule.
  • Manages workflow and productivity of DNA report writing and reviewing staff.
  • Writes, technically reviews and administratively reviews DNA case reports.
  • Conducts DNA laboratory examinations in evidence screening and DNA analysis as necessary.
  • Manages and participates in DNA report writing, technical review, administrative review, and DNA interpretation expert testimony training.
  • Participates in expert testimony and pre-trial preparation as necessary.
  • Monitors expert testimony given by DNA Interpretation staff.
  • Assists the DNA Technical Leader with DNA interpretation issues.
  • Assigns work daily to DNA Analysts and manages the lab in the absence of both the Forensic Genetics Director and Assistant Director, as needed.
  • Provides assigned staff regular verbal and written feedback pertaining to work assignments.
  • Provides guidance to laboratory staff regarding technical and administrative concerns.
  • Follows rigorously all safety, technical, and Quality Assurance/Quality Control protocols as well as HCIFS policies and Harris County Personnel Regulations.
  • Maintains productivity as required by Forensic Genetics Laboratory Director.
  • Successfully completes proficiency testing requirements.
  • Assists in ensuring the laboratory remain in compliance with ISO 17025 and the FBI Quality Assurance Standards for Forensic DNA Testing Laboratories as well as ANAB and TFSC accreditation requirements.
  • Maintains the American Board of Criminalistics certification; maintains ANAB, TFSC and FBI Quality Assurance Standards requirements for continuing education and training.
  • Participates in professional training as required to be fully informed of emerging technologies and testing protocols.
  • Conducts other duties as assigned by the Forensic Genetics Director or the Crime Laboratory Director.
  • Requirements
  • Master of Science in Biology, Chemistry, Forensic Science or a related physical science.
  • Three (3) years of forensic DNA laboratory casework experience, including interpretation and reporting of DNA test results, obtained at a laboratory where forensic DNA testing was conducted for the identification and evaluation of biological evidence in criminal matters. Experience must comply with the FBI's Quality Assurance Standards for DNA Technical Leader. Successful completion of a minimum of twelve (12) semester (or equivalent) hours of college coursework, three (3)  hours of which must be graduate level, in Biochemistry, Genetics, Molecular Biology, and Statistics or Population Genetics. Coursework must comply with the FBI's Quality Assurance Standards for DNA Technical Leader as well as DNA Analyst coursework requirements outlined in the Texas Administrative Code, Title 37, Part 15, Chapter 651, Subchapter C, Rule §651.207  (https://bit.ly/2OQ83O4). American Board of Criminalistics (ABC) certification is required within two (2) years of hire date and must be maintained for the duration of employment. Licensure by the Texas Forensic Science Commission; licensure must likewise be maintained for the duration of employment.
  • Familiarity with accreditation standards and requirements of the ANAB accreditation program or ISO 17025:2017.
  • Must provide a DNA sample to be maintained by the Forensic Genetics Laboratory for quality assurance purposes.
  • Intermediate proficiency in the use of Microsoft Office applications (Word, Excel, Access, and PowerPoint).
  • Familiarity with database applications such as JusticeTrax LIMS and CODIS.
  • Good communication skills for frequent testimony and participation in accreditation reviews and symposia/seminars.
  • Must maintain a valid driver's license and the ability to safely operate a motor vehicle.

  • Environmental, Physical and Visual Requirements:
  • The job requires work with laboratory chemicals and various biological fluids – potential exposure to bloodborne pathogens.
  • Must be able to lift a minimum of 40 lbs. and sit or stand for long periods.
  • Must have visual acuity sufficient to perceive minute differences and details and to withstand the strain of continued close work.
  • Must successfully pass a test for colorblindness.
  • Must have manual dexterity sufficient to conduct laboratory tasks as determined by the Forensic Genetics Laboratory Director.
