Lead Child Welfare Specialist

Region II

New York, New York Client Site

Job Description

ICF has partnered with the Children's Bureau since 2003 to offer program support for federal child welfare monitoring initiatives. We seek a Lead Child Welfare Specialist to work with federal staff at the Children's Bureau within the US Department of Health and Human Services. The position is based in the Region 2 Administration for Children and Families (ACF) office in New York, New York. You will serve as a supportive resource to Regional Office federal staff and be responsible for the timely completion of a number of child welfare related projects.

Key Responsibilities:

* Providing support for Child and Family Service Reviews (CFSRs) and related work, including planning for reviews, charting CFSR activities for each State within the Region, assisting in the development of review and monitoring tools, providing analysis support regarding findings, and assisting in documentation of review findings.

* Participating in CFSR reviews, including observing case review activities and stakeholder interviews, preparing States for their reviews, and organizing materials and guidelines for the process.

* Supporting States with development, implementation and monitoring - program improvement plans (PIPs) and conducting literature reviews on evidenced based/evidenced informed best practices in child welfare.

* Ability to reference current and pending Federal and State child welfare legislation using legislative web pages and materials, - synthesizing and analyzing data, and producing reports to help federal staff provide evidence based/informed support to their assigned States.

* Reviewing and commenting on draft reports and producing various draft products and resources, including internal tools, publications, reports, briefings, Q&A's and presentations.

* Position is located onsite at the Region 2 Administration for Children and Families (ACF) offices in New York, New York.

* The expected travel is about 10% of time, intermittently.

Basic Qualifications:

* Bachelor's Degree in a related subject or Social Work (MSW) preferred- however other education and experience will be considered in lieu of Master's Degree or MSW

* US citizenship is required

* 8+ years' experience in child welfare, including direct services and related T/TA

* 5 years' experience using, managing, analyzing, interpreting and reporting public agency administrative child welfare data to drive continuous quality improvements in agency outcomes and services.

* Experience within a position of influence in public child welfare agency practice and/or experience in child welfare policy management in program or quality assurance.

* Proficiency in MS Word and Excel required

* Direct child welfare experience required with experience within a government setting (Federal or State) preferred.

* Possess in-depth knowledge and understanding of the CFSR process, PIP development, PIP Implementation and PIP monitoring processes

* Direct experience in the CFSR process, PIP development and/or implementation, or similar Continuous Quality Improvement or Quality Assurance processes preferred.

* You must possess exemplary interpersonal, collaboration, and written communication skills; understand and exhibit the ability to synthesize both qualitative and quantitative data; link indicators and outcomes, and analyze findings for the purpose of improving outcomes and identifying causality, tends, and contextual explanations.

* Demonstrated outstanding level of professionalism in providing administrative support, including ability to exercise good judgment, discretion, tact, and diplomacy

* Sound business ethics, including the protection of proprietary and confidential information

* Ability to apply detailed knowledge of organizational procedures to make independent decisions and serve as a credible resource for a senior management team

* Ability to work with all levels of internal staff, as well as outside clients and vendors

* Excellent problem solving skills with ability to analyze situations, identify existing or potential problems and recommend solutions

* You must demonstrate an ability to work in a fast-paced team environment; show commitment to accuracy and detail; and be able to plan and manage multiple, demanding tasks under critical timeframes in a highly confidential environment.

* You must be comfortable working in a self-directed manner as well as being part of both Federal and contractor project teams.

Preferred Skills:

* Master's Degree in a related subject or Social Work (MSW) preferred- however other education and experience will be considered in lieu of Master's Degree or MSW

* 5 years' experience using, managing, analyzing, interpreting and reporting public agency administrative child welfare data to drive continuous quality improvements in agency outcomes and services.

* Direct child welfare experience required with experience within a government setting (Federal or State).

* Experience working with federal child welfare representatives

* Direct field direct care service delivery experience Direct participation in a Child and Family Service Review

* Understanding of concepts of risk adjustment related to disparity in child welfare

* Strong oral and written communication skills

* Fluent in Spanish

* Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)

* Ability to be flexible to handle multiple priorities and to work limited overtime as necessary
