Responsibilities

As an Administrative Officer your duties may include but are not limited to:

- Serves as lead for all tasks and activities associated with budget formulation and execution.
- Responsible for tracking budget throughout the year and executing end of year closeout.
- Responsible for assuring all rules, regulations, policies, and procedures for budget submissions are followed.
- Analyzes funding needs, trends, deficiencies and areas of imbalance.
- Establishes budget account structures, reviews and monitors funds, reconciles and adjusts funds as needed.
- Performs or directs the acquisition of necessary supplies and equipment; prepares all proper paperwork, maintains liaison with Regional Contracting and General Services office.
- Ensures all expenses are obligated properly and promptly.
- Serves as primary resource on administrative issues.
- Provides advice and guidance on regulations, policies, and procedures related to human resources management.
- Responsible for the timely and efficient planning, staging, and execution of a wide range and variety of general administrative services, including but not limited to: computer installation and maintenance; telecommunication functions; space requests and building maintenance; mail; and files and records.

You may qualify at the GS-07 level, if you possess one of the following qualification requirements: A. Possess one year of specialized experience that is equivalent to the next lower grade level (GS-05) in the Federal service, interpreting and utilizing rules, regulations, methods, procedures, and practices associated with a variety of administrative areas including budget, finance, and procurement; relating office operations to the office budget; assisting with performing budget analyses; assisting with database management; utilizing computer software applications; communicating with a variety of personnel. -OR- B. Possess one full academic year of progressively higher level graduate education leading to a Master's Degree or Master's equivalent graduate degree with major study related to the position being filled is required to qualify based on education. One year of graduate education is considered to be the number of credit hours that the school has determined to represent 1 year of full time study. If that information cannot be obtained from the school, 18 semester hours is considered as satisfying the 1 year of study requirement. -OR- C. Possess a combination of education and experience described above. Education must include courses directly related to the work of the position. -OR-D. Possess superior academic achievement. Completed all the requirements for a bachelor's degree and meet one of the following: A) 3.0 average (on a scale of 4.0) based on the average of all completed college courses at the time of application or courses completed during the final 2 years of undergraduate curriculum. Or B) 3.5 or higher out of a possible 4.0 based on the average of all completed courses in a major field of study at the time of application or all such courses completed in the final 2 years of the undergraduate curriculum. Or C) Election to membership in a national scholastic honor society. Note: To qualify for Superior Academic Achievement based on grade point average no more than 10% of course work may be graded on a pass/fail or non-traditional grade basis.

You may qualify at the GS-09 level, if you possess one of the following qualification requirements: A. Possess at least one year of specialized experience that was equivalent to the next lower grade level (GS-07) in the Federal service, interpreting, analyzing and applying rules, regulations, methods, procedures and practices associated with a wide variety of administrative areas including budget, finance, contracting and procurement, and human resources management; relating field office operations to the field office budget and perform budget analysis tasks, including cost and trend analyses, and leave vs. buy analyses; addressing and resolving a variety of administrative matters and issues that arise; utilizing computers, software and hardware, and performing database management; communicating effectively with a variety of personnel. -OR- B. Possess two full academic years of progressively higher level graduate education leading to a Master's degree or a Master's equivalent degree with the major study in a field related to this position. One year of graduate education is considered to be the number of credit hours the school has determined to represent 1 year of full time study. If that information cannot be obtained from the school, 18 semester hours is considered as satisfying the 1 year of study requirement. -OR- C. Possess a combination of education and experience described above. Education must include courses directly related to the work of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-9. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
