If the position is accepted by the incumbent on the job, other application/resume of non-incumbents will not be reviewed.Summary:* Chenega Professional and Technical Services is seeking a General Clerk II for USDA to primarily focus on the administrative support required to properly and efficiently process Farm Bill (FB) Contracts and those administrative support items leading up to contract obligation and any administrative support items resulting from FB contract management.Duties and Responsibilities:* Assisting the District Conservationist and other office staff with activities that support NRCS financial assistance programs through the Farm Bill.* Providing assistance related to collecting and assembling cost data and processing payment application requests. Reviewing a wide variety of invoices, vouchers, and other miscellaneous paperwork associated with NRCS Programs* Compiles supporting documents to substantiate payment requests, ensures that payment requests comply with provisions of long term contracting and are within obligated spending limits prior to submission of payment package. Assisting with documents and correspondence related to contract administration, including contract implementation, status reviews, contract modification and potential cancellations or terminations.* Services will require utilizing a variety of computer hardware and software applications and small office machines. Working knowledge of the Natural Resources Conservation Service (NRCS) software such as Protracts, Conservation* Desktop, Document Management System, Performance Results System, and Excel.* Additionally, will establish and maintain participant files in Document Management System and Protracts.* Review accuracy of documentation, compliance with regulations, and justification of vouchers, invoices, claims, statements and other requests for payment of goods and services; processes program payment information; prepares for District* Conservationist's signature and forwards completed document to Program Assistant for payment.* Responsible for establishing and maintaining contracting files and producer records according to NRCS policy. This includes receiving and assembling program applications and collecting producer eligibility information.* Responsible for compiling contract administrative documentation.* Assisting with general clerical and logistical items in the office as needed, including but not limited to: gathering documents related to data calls and financial and programmatic audits; preparing reports based on requests for statistical or information material regarding NRCS programs; obtaining information from tracking software, files, and through knowledge of technical staff; and updating data and electronic copies of documents into agency specific electronic software programs, such as Document Management System.* Assisting with vehicle maintenance coordination* Other duties as assignedMinimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)* Minimum of a high school diploma.* 2 years of clerical experienceKnowledge, Skills and Abilities:* Possess valid driving license;* Proficient in word processing;* Proficient in the use of computer hardware and software applications, such as Microsoft* Windows, Word, Excel, Access, Outlook, PowerPoint and Adobe Acrobat Professional;* Knowledgeable and experienced in operating small office machines, such as calculators, fax machines, scanning devices, postage meters, and copy machines;* Knowledgeable and experienced in general office procedures, such as preparing reports, spreadsheets, and filing. Familiarity with certified mail and return-receipt mail procedures;* Ability to learn and utilize agency specific software and web-based applications;* Good oral and written communication skills* Capable of working independently* Customer service experience with the public* Possess basic telephone skills.* Although not required the following qualification would be preferred:* Knowledge of general agricultural and conservation programsTRAVEL* Travel to NRCS offices within the local commuting area may be required on occasion. Use of the government vehicles will be allowed for official government business when the need arises.
