Planned Parenthood Federation of America (PPFA) seeks a dynamic and effective Emergency Preparedness & Response National Director reporting to the Vice President of Public Health & Strategic Operations, the National Director. Emergency Preparedness and Response will oversee a new Emergency Preparedness and Response (EPR) Department. This Department is charged with developing a robust EPR program with full affiliate engagement building on existing structures and systems to most efficiently and effectively address threats to the Federation.
DUTIES AND RESPONSIBILITIES
* Provides leadership and guidance on overall strategy and direction for the Emergency Preparedness and Response Department; leads and advises staff, affiliates, and consultants to ensure that strategies align with Federation goals. * Builds, leads, and inspires a multidisciplinary team including master's level staff and consultants. * Assess National Office and affiliate landscape by conducting analyses of previous emergency responses including what structure was used, how decisions were made, roles played, what went well, what lessons were learned, and what improvements have been made over the years. * Engage key stakeholders in developing and putting forward a proposed Incident Command System (ICS) for the Federation which reflects the Federation's key functions in emergencies and includes assignment of key roles. * Conduct Hazards Vulnerability Analysis (HVA) to assess and prioritize most likely future threats. * Lead Future of Abortion Access planning working with many internal and external stakeolders to address current abortion deserts and ensure abortion access in light of recent legislative threats. * Develops and fosters relationships, both public and private sector, and works with key stakeholders to develop protocols for the most commonly occurring crises. * Propose and implement a path forward for developing a robust federation-wide EPR program that includes planning, training, and exercises to prepare for the most likely threats. * Develop a mechanism to learn from future emergencies so that we assess performance, including what went well and what needs to be improved, and identify and track corrective actions. * Assess status of Continuity of Operations planning across the Federation and propose and implement recommendations to strengthen what currently exists. * Represents Planned Parenthood at external meetings, professional conferences, and advisory groups; serves as media spokesperson upon request. * Authors protocols, conference presentations/abstracts, and publications. * Advises and mentors staff and consultants in writing protocols and reports and other communications to internal and external audiences. * Liaises with current and potential donors and works with Development staff to secure general and grant support.
REQUIREMENTS / TECHNICAL EXPERTISE
* Master's degree in Public Health, Public Administration or above required. * 10 years of progressive senior management experience working in a complex, political organization required. Familiarity with public health and health care system operations preferred. * Demonstrated and progressive senior management experience building and implementing emergency preparedness and response programs required. * Strong interpersonal, communication, and project management skills required. * Must have demonstrated capability in developing a collaborative approach to program development, establishing policies and procedures in a multi-stakeholder environment.
