Position located in Allentown, PA or Washington, D.C.

Sourcing Management
The Product-Line Specialist is responsible for planning, directing, and coordinating efforts to manage third party outsourced services (MSP) to maximize effectiveness and strategic alignment.

Partner Ecosystem Management
The Product-Line Specialist is responsible for facilitating the relationship between the IT Organization and vendor partners, acting as a bridge between the business and the vendor partners, and ensuring all commercial policies and contracts are adhered to.


The Senior level performs assigned tasks under minimal guidance from supervisor. (Grade 17)

The Lead level is recognized as an expert in own area within the organization and works independently, under minimal guidance from supervisor. Progression to Lead level is limited on the basis of business requirement. (Grade 16)

Primary Responsibilities

The Senior level performs a variety of complex assignments (may lead some projects) and analyzes and solves complex problems in the below areas.

The Lead level leads projects, analyzes and solves complex problems, and recommends solutions in the below areas.

Sourcing Management:
  • Guide communication of commercial master contract for third party suppliers for relevant product line
  • Maintain the most cost-efficient way of sourcing and enforcing contracts of products and services
  • MSP Budget Management:

  • Manage the procurement function including the collection and execution of purchase orders
  • Ensure services and invoices are accurate and consistent with the terms of the contract
  • Facilitate the selection of appropriate sourcing options to ensure delivery of quality solutions at a competitive price
  • Contract Maintenance:

  • Ensure best possible contractual terms, to develop and maintain a quality-driven preferred supplier list
  • Assist supply chain organization in negotiating all new sourcing agreements and service level agreements
  • Responsible for contract review, through to vendor transition and current operational state
  • Technology Ecosystem Management:

  • Support identification and appointment of relevant supplier, providing input into supplier strategy and review meetings
  • Support monitoring of supplier compliance and escalation of problems using standard escalation procedures
  • Support maintenance of a relationship with the supply manager to monitor technical resource scheduling
  • Manage third parties so that they are used effectively to deliver maximum value to the business
  • Establish and manage the operational relationship with all suppliers
  • Other:
  • Physical presence in the office/on-site to engage in face-to-face interaction and coordination of work among direct reports and co-workers.
  • May be assigned an Electric Utilities emergency and storm role. This is a special assignment that comes into play during storms and other emergencies when the company needs to restore power or respond to other issues affecting customer service. This role may necessitate the need to work after-hours, outside of your normal schedule.
  • Candidate Qualifications

    Candidates must meet the basic qualifications and pass all required tests or assessments to receive consideration.

    Basic Qualifications

  • Bachelor's degree and 5 years of related work experience OR 8 years of related work experience (Senior level requirement)
  • Bachelor's degree and 7 years of related work experience OR 10 years of related work experience (Lead level requirement)
