Under the general direction of the Branch Chief, this position serves as the Bureau Chief Medical Facilities Licensing and is responsible for the overall management and direction of the specific statewide licensing and Medicare certification system, including the issuance of Medicare certifications and state licenses, oversight of recertification/compliance and complaint surveys, federal and state enforcement and technical assistance.
What will I be doing in this job?
? Overall management and direction of the federal certification functions and specific statewide licensing process
? Manages federal contract and state contracts and other grants
? Oversees the overall federal and state program budget, including the revenue and collection processes
? Works with a variety of stakeholder groups within the private and public sectors
? Provides direction and oversight for the management information systems, including data and performance management and quality improvement
? Oversees the human resource function In the program, including training
? Directs the strategic planning and evaluation processes of the program
? Develops and implements policies and procedures, rules and legislation
What does this job require?
? Extensive knowledge of healthcare delivery systems, management and administrative practices and principles, with specialized knowledge relating to planning, organizing, directing and controlling/coordinating health care federal and state regulatory activities
? Administrative processes such as communication systems, staff development and training, budget development, monitoring and cost projections
? Human relations and group dynamics
? Rules development and implementation, drafting legislation, state budgetary and legislative process, interagency agreements
? Knowledge of the federal certification process, including the State Operations Manual and federal rules and regulations
? Knowledge of Inspection and investigative methods. procedures and techniques
? Employee engagement practices
? Data collection, research and statistical methods, formatting reports; contemporary trends and practices of medical, behavioral and child care systems and service delivery
? Extensive skill in interpersonal relations as applied to contacts with health care providers of licensed/certified/unlicensed health care services and/or programs including individuals who are hostile
? Observing facilities and providers for violations of federal and state standards
? Identifying and correlating patterns of non-compliance, make recommendations for
? Ability to develop internal administrative policies, procedures and reports
? Ability to interpret federal and state statutes and rules for staff
? Ability to represent the State Agency Director /Assistant Director at Medicare Regional Office Meetings, state meetings and public functions and to act In the absence of the State Agency Director/Assistant Director
? Ability to make decisions regarding certification and licensure compliance with federal and state rules and statutes: to review records and to conduct confidential resident, client, patient and child interviews to evaluate quality of care, effectiveness of services

? Preference for regulatory experience
? Has been an administrator, manager, or director in one or more of the regulated facilities or professions for a minimum of 5 years
? Requires Bachelor's Degree in health related fields and 5 years of management experience related to the program
? Master's degree can substitute for 1 year of the 5 years of professional experience
