Program Description

TechnoServe seeks a chief of party to lead a USAID-funded entrepreneurship program in Senegal. The anticipated $10 million, five-year program will enhance the capacity of women and men entrepreneurs, business owners, and investors to participate in the market; strengthen the enabling environment for entrepreneurship to flourish by improving the availability of and access to investment tools and approaches and quality business development services; and build and inspire a cadre of youth and women entrepreneurs who can encourage collaboration, spearhead new ventures, and promote a culture of innovation and entrepreneurial spirit.

Position Description

The chief of party will lead the overall implementation and management of the anticipated program, including providing oversight of activities, leading the development of annual work plans, managing the budget, overseeing monitoring, evaluation, and learning (MEL), and serving as the primary liaison with USAID on strategic, technical, and contractual matters. The chief of party will continuously develop operational efficiencies and drive innovations in delivery, ensuring that the program meets established objectives and targets.

Responsibilities and essential job functions for the chief of party include but are not limited to the following:

  • Providing strategicguidance, leadership, management, and general technical oversight of the program
  • Serving as the primary liaison with USAID and the Government of Senegal, and allcounterparts, implementing partners, and stakeholders involved with the program
  • Recruiting, leading, managing, and supervising implementation teams comprising long- and short-term team members and consortium partners
  • Ensuring that program outcomes and deliverables are completed on time, within budget, and in compliance with USAID and TechnoServe reporting requirements
  • Identifying issues and risks related to implementation in a timely manner, suggesting appropriate program adjustments
  • Serving as spokesperson for theprogram and presenting its work regionally/globally

Required Skills & Experience

  • Masters degree in business administration, economics, marketing or related discipline, MBA preferred
  • At least 10 years of experience inrelevant private sector or development programs, with a minimum of three years managing large internationaldonor programs
  • Prior experience as a chief of party on a US-government funded project, preferably in West Africa
  • Experience with entrepreneurship and business accelerator programs for small and medium enterprises (SMEs) in the agriculture sector in Senegal strongly preferred
  • Strong interpersonal and communications skills and ability to effectively motivate and manage teams in a multi-cultural environment
  • Ability to work under tight deadlines while managing multiple tasks and activities
  • Ability to develop well written, cohesive analyses and reports
  • Fluency in French and English required
  • This position is contingent upon funding.
