Job Description ISO's Community Hazard Mitigation Division implemented the National Flood Insurance Program's (NFIP) Community Rating System (CRS), a voluntary incentive program that assesses a community's ability to mitigate flood damage. ISO continues to work with the CRS to encourage community floodplain-management activities that exceed minimum NFIP requirements. Its three main goals are to: o reduce flood losses o facilitate accurate insurance ratings o promote the awareness of flood insurance CRS activities fall into four categories: o public information -- advising people about flood hazards and how to reduce flood damage o mapping and regulations -- increasing protections for new development with various programs o flood damage reduction -- reducing the flood risk to existing development o flood preparedness -- implementing flood warnings and dam safety programs. We are seeking to hire a Director of Natural Hazards, for our Community Hazard Mitigation Division. If you have 10 or more years of experience in floodplain management, emergency management, evaluation of community building codes, and/or other planning fields related to floodplain and flood hazard management, then we want to talk to you! Responsibilities: Develop 5 Year Arrangements with FEMA, update documents for FEMA and Agreement for Services with WYOs and Contractors. Develop and obtain FEMA approval on Annual Workplan and Budget. Set up new Purchase Orders for contractors. Monthly Accounting/Billing. Update and maintain accounting documents - Flood Workbook, Flood Bill and Travel Expense Workbook. Coordination of CRS Program between FEMA, Contractors and ISO. Attend Meetings and National Conferences to promote CRS Program. Coordinate program needs with Technical Coordinators to insure program objectives are met involving Production, Quality and Turnaround including training needs and coordination with contractors. Provide technical support to the CRS Flood Program involving engineering issues, planning issues, repetitive loss, training and marketing as needed. Provide coordination between CRS Flood Program and PPC and BCEGS Programs. Work with PPC and BCEGS staffs to provide data as needed (BCEGS classifications are part of the CRS Program). Qualifications We are looking for individuals who possess the following knowledge and skills, and/or experience: College Degree with a minimum 10+ years of experience with the CRS Flood Program, including work related experience in floodplain management, emergency management, evaluation of community building codes, and/or other planning fields related to floodplain and flood hazard management. A working knowledge of computers including Microsoft Word, Excel, Access and Power Point. Excellent verbal and written communication skills, public speaking and good math skills. A working knowledge and/or understanding of hydrology and hydraulics, Geographic Information Systems (GIS), topographic mapping and map reading skills, surveying, planning, construction plan review, storm water regulation, etc. Excellent Customer service skills, detail oriented, possess good organizational skills and self-motivated.
